CDPAP pay rate in New York City (2026)

How much CDPAP caregivers earn in the five boroughs, when PPL pays, and how overtime, holidays and benefits work. Explained in plain language by cdpap.nyc, an independent guide.

is PPL’s 2026 base rate for CDPAP caregivers (personal assistants) in the Bronx, Brooklyn, Manhattan, Queens and Staten Island. Pay arrives every week, on Thursday.

2026 CDPAP rates by region

Since April 2025, PPL (Public Partnerships LLC) pays every CDPAP caregiver in New York State. The rate depends on where the person getting care lives, not on which facilitator you choose.

These rates went up $0.55 an hour on January 1, 2026. Hours worked before that date are paid at the 2025 rate. PPL says its rates are set by location and are not negotiable.

For comparison, New York’s minimum wage for home care aides in 2026 is $19.65 an hour in New York City, Long Island and Westchester, and $18.65 in the rest of the state. It rises to $20.00 and $19.00 on January 1, 2027. PPL had not published its 2027 CDPAP rates when we last checked.

What that adds up to each week

Examples at the New York City rate, before taxes. Overtime is paid at time and a half, about $30.98 an hour, for authorized hours over 40 in a week.

At 40 hours a week all year, that comes to about $42,950 before taxes. Your actual hours depend on how many hours of care the Medicaid plan approves.

When PPL pays you

  • Weekly, on Thursday. Each pay week runs Sunday through Saturday.
  • Submit your hours by Saturday at midnight to be paid the following Thursday. PPL says it cannot guarantee on-time pay for late timesheets.
  • Choose how you are paid: direct deposit, paper check or the Wisely Pay debit card. A first direct deposit can take one or two pay periods to set up; PPL mails a paper check in the meantime.
  • Holiday weeks can shift. For the week of November 15 to 21, 2026, PPL pays on Wednesday, November 25, because of Thanksgiving.

Overtime and holiday pay

  • Overtime: time and a half for hours over 40 in a week, as long as the hours are within what the Medicaid plan authorized. The Department of Health recommends at least one caregiver for every 40 authorized hours, so overtime may be limited.
  • Seventh day: if you work all seven days of a week for someone who is not your relative, the seventh day is paid at time and a half, even under 40 hours. This does not apply when you care only for relatives.
  • Holidays: full-time caregivers (more than 130 hours a month) get time and a half for the first 8 hours worked on New Year’s Day, Martin Luther King Jr. Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas.
  • Holidays and overtime don’t stack: PPL reduces the holiday extra pay by the overtime hours you work in the same week.

Paid sick leave and benefits

  • Paid safe and sick leave: 1 hour for every 30 hours worked, up to 56 hours a year. You request it in PPL@Home.
  • Extra unpaid sick time in NYC: 32 hours a year for caregivers in the five boroughs, used after paid leave runs out.
  • Health insurance: full-time caregivers (more than 130 hours a month) can enroll in PPL’s SecureHealth plans through Anthem. Part-time caregivers can look at plans through NY State of Health.
  • Retirement: in New York City, Long Island and Westchester, caregivers who do not take PPL’s health plan are enrolled in a 401(a) retirement account funded by PPL. Anyone can also save in a 401(k), with no employer match.

Part of the wage parity benefit ($0.69 an hour in New York City) goes toward paid sick leave. Once you reach the yearly sick leave limit, that money goes into your 401(a) account instead.

Before your first paycheck

PPL cannot pay you until your paperwork is complete. Expect to finish these in PPL@Home:

  1. Your offer letter from PPL
  2. Tax forms: the federal W-4 and New York IT-2104
  3. Form I-9, which confirms you can work in the U.S.
  4. A payment method form (direct deposit, check or debit card)
  5. A health assessment, done through PPL’s medical screening partner

Can you earn more?

Not by choosing a different facilitator. PPL pays every CDPAP caregiver the same rate for the area, and the rate is not negotiable. What changes your pay is the number of hours the Medicaid plan approves, overtime when it is authorized, and benefits like holiday pay if you work full time.

Be careful with ads promising a higher CDPAP rate. Since 2025, facilitators do not set caregiver pay. If an offer does not match the rates on this page, check with PPL before you sign anything.

Taxes on CDPAP pay

CDPAP pay is regular wages. PPL withholds taxes based on the W-4 and IT-2104 you file.

If you live full time in the same home as the person you care for, an IRS rule on “difficulty of care” payments may let you leave some of this pay out of your taxable income. Whether it applies depends on the program and your living situation, so ask a tax professional before you file. The IRS explains the rule here.

Common questions about CDPAP pay

Do family caregivers get paid the same as anyone else?

Yes. An adult child, other relative or friend is paid the same rate for the area as any other CDPAP caregiver. A spouse cannot be paid, and parents cannot be paid to care for a child under 21.

Can I get paid for more hours than the plan approved?

No. PPL pays only for hours within the care plan’s authorization. If the person you care for needs more hours, the request goes through their Medicaid plan or, with regular Medicaid in New York City, through HRA.

Will the CDPAP rate go up in 2027?

New York’s home care aide minimum wage rises to $20.00 an hour in New York City on January 1, 2027. PPL had not announced its 2027 CDPAP rates when we last checked. We will update this page when it does.
