CDPAP and PPL: a plain-language guide for New York families
Since 2025, PPL (Public Partnerships LLC) handles registration and payroll for everyone in New York’s CDPAP. Here is what PPL does, how to reach the right PPL line, and what to do when something goes wrong. cdpap.nyc is not PPL.

What PPL does
PPL is New York’s statewide fiscal intermediary for CDPAP. In plain terms, it is the payroll company for every CDPAP caregiver in the state. PPL:
- Registers the person getting care and their caregivers
- Runs the caregiver health assessments and hiring paperwork
- Tracks hours through its Time4Care app and pays caregivers weekly, every Thursday
- Withholds taxes and manages benefits such as paid sick leave, health plans and retirement accounts
PPL does not decide whether someone qualifies or how many hours they get. The assessment and the Medicaid plan or HRA decide that. See how to apply.

PPL also has seven offices around New York State that see people by appointment. Book through PPL’s events and offices page.
PPL@Home and Time4Care
- PPL@Home is PPL’s online portal. Use it to register, finish forms, check your To Do list and request sick leave. Sign in at pplfirst.com/login.
- Time4Care is PPL’s app for clocking in and out. PPL asks caregivers to clock in and out in real time, at the start and end of each shift. Editing entries afterward can make them fail electronic visit verification (EVV).
- Weekly deadline: approved hours must be in by Saturday at midnight to be paid the following Thursday.
Facilitators and PPL
Facilitators are local organizations that help families register with PPL and answer questions afterward. Only organizations on PPL’s list are authorized facilitators. If someone says they are a facilitator but is not listed, call PPL before sharing any information. See every facilitator serving New York City.
When something goes wrong
- Late or missing pay: check that the hours were submitted and approved before the Saturday deadline, then contact PPL or your facilitator. Keep your own record of hours worked.
- Account on hold: look at the To Do list in PPL@Home. An expired health assessment puts caregivers on hold until it is done.
- Still not solved: contact the New York State Department of Health’s CDPAP line at 1-833-947-8666, weekdays 8:30 a.m. to 4:30 p.m., or [email protected].
The $162 million PPL wage settlement
Caregivers sued PPL over late and missing pay and health plan deductions after the 2025 switch to PPL. On July 1, 2026, a federal court gave preliminary approval to a proposed $162 million settlement. PPL denies wrongdoing.
- It covers personal assistants paid by PPL for work in New York City, Nassau, Suffolk or Westchester between March 1, 2025 and April 30, 2026.
- According to the Legal Aid Society, class members were notified by email and text and do not have to take any action to benefit.
- The final approval hearing is set for November 10, 2026. News reports say payments may not arrive until early 2027.

Protect your information. cdpap.nyc is not PPL. If someone contacts you claiming to be PPL and asks for your Social Security number or bank details, hang up and call PPL at the number above to check first.
Common questions
Is PPL the same as my CDPAP agency?
Not exactly. PPL is the single payroll company for all of New York CDPAP. Facilitators, some of them former CDPAP agencies, help with registration and questions, but PPL pays caregivers.
How do I log in to PPL?
Go to pplfirst.com/login and choose PPL@Home. You can sign in with your email address or mobile number.
Can I use a fiscal intermediary other than PPL?
No. Since 2025, PPL is the only fiscal intermediary for CDPAP in New York. You can choose your facilitator.
Does PPL have an office in New York City?
PPL lists seven offices across New York State that see people by appointment. Check PPL’s events and offices page for current locations.
